This article at the first step is going to clarify the comparative studies of key parameters influencing geo economy and their abilities and talents in creating regional economic convergence. Summarize the article suggests that: 1- SCO merely is not a military - security alliance, and gradually the economic agenda will consider as its priorities. The organization at the present situation has six permanent members and four members are observers. With full membership of this organization in the future, Iran will be the first time that is going to join in a non-economic (respectively military - security) organization. The areas of the  Member States (the main and observer members both) of SCO approximately  is equal by 37 million square kilometers, equivalent to or more than 28 percent of Earth's surface and its members from point of geographical view in fact they are both natural trade partners to each other. The organization with 2.9 billion population, has 43.62 percent of the world population, and from this point stands as the first regional actor in the world. 2- In this realm the two economic giants of Asia (India an China) are strengthening as the powers that are affecting both the region and the world, but they do not have enough energy resources and compelled a large part of the energy used for growing their economies from the outside world to import. In this treaty the two major oil-producing giants (Iran and Russia) have rich deposits of gas and petroleum also. Thus the three factors mentioned, energy resources (oil and gas), manufacturing products (industrial and agriculture) and consumption markets (significant population) there are in the region. Large population of the region itself, is the main local market for agricultural and industrial products of the region. 3- But in the this regional treaty, there are several negative points. Shanghai treaty member countries in addition separatism movements, is faced with current drug trafficking, arms and human smuggling, Taliban Islamism, are common threats that can work together. Future threats could damage the framework of common cooperation of members countries are including the hostilities between Chinaand India between one side and India and Pakistan is the other side. Algebraic sum game they can play is zero. Hence the covenant with two powerful and populous members could collapse if the negative balance, and if the balance becomes positive influence. 4- Primarily regional organizations in the international arena without a high security factor failed to be successful. Three powers of this important treaty (China, India and Russia) are Muslim countries, thus they are with different religious and cultural perspectives, the traditional Muslim countries (Iran and Pakistan) have gathered together to work in the framework of Islamic values. It is too early to be able to continue working on the final decision issued in Shanghai, but these countries wills that they decided and want to come together to work in a regional organization, is a step forward. If we know that the SCO in the 1990’s played a positive role to eliminate military threats and fight against radical Islam, and formed for solving boundary disputes(remaining from the Cold War between China and the Soviet Union), expectations of economic cooperation development is not out of expectation. However, the future world and regional cooperation organization in the world, could be successfully considered in SCO too.    }, keywords = {Geoeconomic variables,Regional convergence,Effective powers,SCO}, title_fa = {مطالعه جایگاه ژئواکونومیک سازمان همکاری شانگهای در جهان}, abstract_fa = {مقاله حاضر شاخص‌های ژئواکونومیک سازمان همکاری شانگهای و کشورهای عضو و ناظر این سازمان و جایگاه آن متغیرها را در جهان مطابق جدیدترین اطلاعات آماری مورد مطالعه ‌و ارزیابی قرار می‌دهد. این مقاله گامی نخست جهت تبیین‌ و مطالعه تطبیقی شاخص‌های کلیدی ژئواکونومی اثرگذار بر منطقه‌گرایی است که به نوبه‌خود توانمندی‌ها و استعدادهای آنها را در ایجاد هم‌پیوندی اقتصادی منطقه‌ای نشان می‌دهد. جمع‌بندی مقاله حاکی است که سازمان همکاری شانگهای صرفاً یک پیمان نظامی- امنیتی نیست و به‌تدریج موضو‌عات اقتصادی را در سرلوحه برنامه‌ها دارد. این سازمان هم‌اینک 6 عضو دائم و 4 عضو ناظر دارد. با عضویت کامل ایران در این سازمان در آینده، ایران نخستین بار خواهد بود که به یک ترتیب غیراقتصادی (نظامی-امنیتی) ملحق می‌شود. مساحت کشورهای عضو (اصلی و ناظر) پیمان شانگهای روی هم معادل 37 میلیون کیلومتر مربع یا بیش از 28 درصد سطح خشکی‌های زمین است و اعضای آن از حیث ‌جغرافیایی نزدیک به‌هم و در واقع جزء شرکای تجاری طبیعی یکدیگرند. این سازمان با جمعیت 2.9 میلیارد نفر، 43.62 درصد از جمعیت جهان را شامل می‌شود. در این قلمرو دو غول ‌اقتصادی آسیا (چین ‌و هند) در حال قدرت‌گیری‌و تبدیل‌شدن به قدرتهای تأثیرگذار در منطقه‌ و جهان هستند که هر دو فاقد منابع انرژی‌اند و ناگزیرند بخش بزرگی از انرژی مصرفی برای اقتصاد در حال رشد خود را از خارج وارد کنند. در این پیمان دو غول عمده تولیدکننده نفت‌(ایران ‌و روسیه) وجود دارند که از ذخایر غنی گاز نیز برخوردارند. بنابراین پیمان مذکور از سه عامل انرژی (نفت‌ وگاز)، تولیدات (صنعتی‌ و کشاورزی) و مصرف (جمعیت قابل‌توجه) برخورداراست. جمعیت منطقه خود بازار بزرگی برای تولیدات صنعتی و کشاورزی منطقه است. اما در این پیمان منطقه‌ای نکات منفی چندی نیز وجود دارد. کشورهای عضو پیمان شانگهای علاوه بر تجزیه‌طلبی با جریان قاچاق مواد مخدر، اسلام‌گرایی طالبانی ‌و قاچاق اسلحه و انسان نیز مواجهند که در برابر تهدیدات مشترک می‌توانند با یکدیگر همکاری کنند. تهدیدهای دیگری ‌که می‌تواند آینده همکاری‌های ‌منطقه‌ای را در چارچوب پیمان‌شانگهای دچار خلل کند، خصومت‌های بین چین و هند از یک‌سو و هند و پاکستان از سوی دیگر است. جمع‌ جبری بازی آنها می‌تواند بازی صفر باشد. از این‌رو این پیمان با دو عضو قدرتمند و پرجمعیت می‌تواند در صورت موازنه منفی به فروپاشی و در صورت موازنه مثبت، به قدرتی تأثیرگذار تبدیل شود. اصولاً سازمانهای منطقه‌ای در عرصه بین‌الملل بدون داشتن ضریب امنیتی بالا نتوانسته‌اند موفق باشند. از سویی سه قدرت مهم این پیمان (چین، هندوستان و روسیه) کشورهای مسلمان نیستند هرکدام از آنها با دیدگاه دینی و فرهنگی متفاوتی، کشورهای مسلمان سنتی (ایران و پاکستان) را در کنار هم گرد آورده و به همکاری با یکدیگر ترغیب نمایند. هنوز زود است که بتوان در مورد ادامه همکاری در شانگهای رأی نهایی صادر کرد، اما همین‌ مقدار که این کشورها می‌خواهند در کنار هم قرار گیرند، گامی رو به جلو است. اگر بدانیم که سازمان شانگهای در دهه 90 برای رفع تهدیدهای نظامی و مبارزه با اسلام افراطی شکل گرفت و برای حل مسئله اختلافات مرزی باقی‌مانده از دوران جنگ سرد بین چین و شوروی تشکیل شد، انتظارات پیشرفت همکاری‌های اقتصادی را با دیدگاهی انتقادی‌تر مورد ملاحظه قرار خواهیم داد. با این وجود جهان آینده جهان همکاری‌های منطقه‌ای است و سازمان شانگهای می‌تواند در این راه گام بر دارد.    }, keywords_fa = {متغیرهای ژئواکونومی,هم‌پیوندی منطقه‌ای,قدرتهای تأثیرگذار,سازمان همکاری ‌شانگهای}, url = {https://journal.iag.ir/article_56911.html}, eprint = {https://journal.iag.ir/article_56911_cf7276a23f17d46aac63d8b6b604a92d.pdf} }
