The government of Iran was the first one to pass a law delimiting its territorial waters and contiguous zones in 1934. Following Truman’s proclamation on September 28, 1945, Persian Gulf States began to ratify laws concerning exploration and extraction of oil in their continental shelves. However, due to narrowness and shallowness of the Persian Gulf, the seabed had to be divided among the coastal states according to their geographical specifications. This physical constraint made some countries to be reluctant to fix their maritime boundaries. As a result, presently there are only 12 boundary lines which are legally delimited and agreed upon. The rest are under dispute and have to be resolved before being shown on the map. This article aims to trace the process of Territoriality in the Persian Gulf from 1934 till now (November 2007) and at the same time produce a precise map covering all the legally agreed maritime boundaries in the Persian Gulf, paying special attention to the agreement made between Arab states since 2000.    }, keywords = {Keywords: Territoriality,maritime boundary,Territorial sea,contiguous zones,Exclusive Economic zones,continental shelf}, title_fa = {روند قلمروسازی کشورهای ساحلی در بستر خلیج فارس}, abstract_fa = {فرایند قلمروسازی کشورهای ساحلی در خلیج فارس به‌طور رسمی و قانونی و از نظر تدوین قوانین مربوط به آن به سالهای بعد از تشکیل اولین کنفرانس حقوق دریاها (1930، لاهه) بر می‌گردد؛ به‌طوری که در ایران اولین قانون راجع به تعیین حدود آبهای ساحلی و منطقه نظارت درسال 1313ش. (1934م.) صورت گرفت. متعاقب انتشار اعلامیه ترومن مبنی بر صلاحیت کشورهای ساحلی بر اکتشاف و استخراج منابع بستر و زیر بستر فلات قاره، کشورهای ساحلی خلیج فارس نیز به فکر استفاده از منابع بستر و زیربستر خلیج فارس افتادند. از آنجا که عرض خلیج فارس کم است و تمام آن فلات قاره محسوب می‌شود، درنتیجه کشورها می‌باید مرز فلات قاره خود را با یکدیگر تحدید می‌کردند. از سال 1965 تاکنون ( نوامبر2007 م.)، 12 قطعه مرزی در خلیج فارس تعیین و تحدید شده و چندین قطعه مرزی هنوز مورد توافق و تحدید قرار نگرفته است.هدف اصلی این مقاله، بررسی فرایند قلمروسازی کشورهای ساحلی در خلیج فارس است. در مقالات و کتابهایی که تاکنون منتشر شده است، توجه عمدتاً معطوف به وضعیت حقوقی ایران بوده و در نتیجه ادعاهای حقوقی کشورهای جنوبی خلیج‌فارس و مشخص کردن آنها روی نقشه مورد غفلت قرار گرفته است. در این مقاله سعی شده است تا سرحد امکان این نقص برطرف شود و بویژه به ادعاهای قلمروسازی کشورها و توافقاتی که بعد از آخرین کنوانسیون حقوق دریاها (1982م،) میان کشورهای حاشیه جنوبی خلیج‌فارس برای تعیین مرز دریایی صورت گرفته، توجه شود.  }, keywords_fa = {مرز دریایی,قلمروسازی,دریای سرزمینی,منطقه نظارت,منطقه انحصاری اقتصادی,فلات قاره}, url = {https://journal.iag.ir/article_57258.html}, eprint = {https://journal.iag.ir/article_57258_faf882156b40240b9680e0317ecfe21a.pdf} }
