بررسی مقایسه ای نگاه به چین و ایران در استراتژی امنیت ملی (2017) آمریکا

چکیده

هدف اصلی این مقاله بررسی الگوی عمل آمریکا در دوران ریاست جمهوری ترامپ در قبال چین و ایران به عنوان دو بازیگر مهم در استراتژی منطقه ای و استراتژی کلی این کشور در چهارچوب نظم منطقه ای شرق آسیا و خاورمیانه می باشد. استدلال اصلی این مقاله برخلاف نظر برخی از تحلیلگران که مهم ترین ویژگی دکترین سیاست خارجی ترامپ را ابهام و یا تناقض راهبردی می دانند، آن است که استراتژی «موازنه از راه دور» براساس مفاهیم «موازنه قدرت در برابر چین» و «موازنه تهدید در برابر ایران» عنصر اصلی استراتژی ترامپ براساس داده های موجود در سند استراتژی امنیت ملی 2017 و کنش های رفتاری و گفتاری وی درطول دوران ریاست جمهوری اش می باشد. این پژوهش یک پژوهش توصیفی تحلیلی با تاکید بر رویکرد مقایسه ای و روش گرداوری اطلاعات در آن نیز مبتنی بر استخراج داده ها از طریق سند پژوهی می باشد.امید است این مقاله راهگشای کارهای پژوهشی آتی باشد.

The main purpose of this paper is to examine the Tramp's grand strategy towards China and Iran as two major actors in the regional order of East Asia and the Middle East. The main argument of this paper is that the " Offshore Balancing " strategy, based on the concepts of "balance of power against China" and "balance of threat against Iran", is the main element of the Tramp strategy based on the National Security Strategy 2017 document in the presidential term. This paper is a descriptive-analytic research with emphasis on comparative approach and its methodology is documentation. The main purpose of this paper is to examine the Tramp's grand strategy towards China and Iran as two major actors in the regional order of East Asia and the Middle East. The main argument of this paper is that the " Offshore Balancing " strategy, based on the concepts of "balance of power against China" and "balance of threat against Iran", is the main element of the Tramp strategy based on the National Security Strategy 2017 document in the presidential term. This paper is a descriptive-analytic research with emphasis on comparative approach and its methodology is documentation.
