Despite the fact that adherence to administrative divisions and political stability from the aspects of continuity of sovereign government and nation-state at different level have always been considered as the final goal in the planning system, here question arises that why the pattern of administrative divisions especially in the contemporary era have failed in accessing to this goal? Hypothetically, it has been assumed that with reference to the failure of this pattern, one of the factors which has not been fully taken into account is the formation modern internal political divisions as well as none execution the fundamental legal principles that was started under the aegis of central government with the coup-d’etat of 1920 by Reza Khan. Actually, fostering his authoritarian way that was contrary to the constitutionalism had fulfilled the basis for political development in the previous era, lead to empower national and cultural movements and collapse of the first and second autocracy, instance of which can be seen in the Kurdistan and Azerbaijan crises of 1920s. This research aims to study the relationships between the pattern of administrative divisions and political instabilities between two constitutional revolutions and Islamic revolution, using literature survey and content analysis methods.  }, keywords = {Administrative divisions,Political instability,modern state,Centralization,and Decentralization}, title_fa = {تقسیمات کشوری و بیثباتی سیاسی در ایران (1357-1285)}, abstract_fa = {ایران از جمله کشورهایی است که سازماندهی سیاسی فضا در آن ریشه تاریخی دارد. تا آنجا که بررسیهای تاریخی نشان میدهد اولین تجربه تقسیم فضای سرزمینی به عهد هخامنشیان بر میگردد، حال سوال اصلی آن است که علیرغم آنکه، پیوستگی مولفه‌های تقسیمات کشوری و ثبات سیاسی از منظر تسهیل حاکمیت دولت و اتصال دولت- ملت در سطوح مختلف در پهنه سرزمینی، پیوسته به عنوان هدف غایی در نظام برنامهریزی مورد عنایت بوده است. چرا الگوی تقسیمات کشوری به خصوص در دوران معاصر در دستیابی به این هدف ناکام بوده است؟ فرضیه در نظر گرفته شده آن است که در باب عوامل ناکامی این الگو یکی از عواملی که کمتر به آن توجه شده است شکلگیری و تقسیمات سیاسی داخلی مدرن و اجرا نشدن اصول قانون اساسی مشروطه است که تحت لوای حکومت متمرکز با کودتای 1299ه.ش رضاخان شروع شد. در واقع اتخاذ مشی اقتدار‌گرایانه او که در جهت عکس اقتدار قانون اساسی به مثابه محور توسعه سیاسی دوره پیش تحقق یافته بود باعث شد تا گرایشهای قومی و فرهنگی تقویت شوند و با فروپاشی استبداد اول و دوم به شکل فعال و متراکم در آیند که نمونه‌های آن را در بحرانهای آذربایجان و کردستان دهه بیست و بحرانهای قومی بعد از انقلاب شاهد هستیم. این تحقیق با هدف بررسی رابطه بین الگوی تقسیمات کشوری و بی‌ثباتی سیاسی بین دو انقلاب مشروطه و انقلاب اسلامی با روش کتابخانهای و تحلیل محتوا درصدد است، این مقطع از تاریخ سازماندهی سیاسی فضا در ایران را تحلیل نماید.}, keywords_fa = {تقسیمات کشوری,بی‌ثباتی سیاسی,دولت مدرن,تمرکز,عدم تمرکز}, url = {https://journal.iag.ir/article_57272.html}, eprint = {https://journal.iag.ir/article_57272_2e9a5272096bb37cec04af2c5b86ee40.pdf} }
