Introduction
The post-Cold War era has witnessed a fundamental transformation in the structural and geopolitical configuration of the international system. The collapse of the bipolar order has generated competing visions for systemic organization. Some scholars interpret this period as a form of "hierarchical order," while others regard a balance-of-power arrangement as the more plausible emergent structure (Mearsheimer, 2014: 75–82). Empirical realities, however, suggest that the United States has been unable to consolidate a stable hierarchy, while major powers have shown little sustained inclination to embrace balance-of-power frameworks. Consequently, manifestations of "chaos" and "geopolitical crisis" have proliferated across both the global order and regional subsystems (Kaplan, 2012: 32–40).
The devastating wars from 2023 to 2026 in Ukraine, Gaza, and southern Lebanon, together with the two stages of military aggression against Iran by the United States and Israel, have profoundly altered the behavioral patterns of state and non-state actors. These conflicts have generated unmistakable indicators of "geopolitical crisis" and "chaotic order" within their respective subsystems. Structural theorists, including Mearsheimer, Walt, and Pape, attribute the primary cause of such crises to the security challenges inherent in the fragile architecture of the global order, underscoring that order-building amid twenty-first-century geopolitical crises constitutes a costly and high-risk endeavor.
The principal research question of this article is: "What form of geopolitically oriented strategic policy does Iran require in the third decade of the twenty-first century, particularly following the imposed wars of June 2025 and February–April 2026?" The objective is to formulate an appropriate strategy for Iran amid geopolitical crisis and regional turbulence. Navigating escalating crises requires regional actors such as Iran to employ robust mechanisms and strategies for survival.
Research Gap: Although a substantial body of literature addresses the structural dynamics of geopolitical crisis and the shatterbelt concept, relatively few studies have systematically examined how secondary powers such as Iran can formulate and operationalize a survival strategy in response to compounded security threats. This article addresses that gap by integrating Kaplan's and Cohen's contributions into a coherent analytical framework applied to Iran's post-2025 strategic environment.

2. Methodology
This research employs a descriptive-analytical method designed to explain and analyze the strategic policy appropriate for Iran within the context of regional geopolitical transformations and the evolving international system. The descriptive component enables the systematic identification of prevailing geopolitical and security realities, while the analytical phase examines collected data through comparative theoretical lenses. Data analysis draws upon qualitative content analysis and comparative analysis. Key concepts—including "survival strategy," "shatterbelt," "chaotic order," and "balance of power"—serve as primary analytical categories.
Theoretical Framework: The framework synthesizes Robert Kaplan's concept of the "shatterbelt and chaotic order" with Saul Cohen's "Shatterbelt Theory." Kaplan identifies regions situated at the intersection of great-power spheres of influence as "shatterbelts"—zones perpetually subject to competition and conflict—and argues that the twenty-first-century global order is trending toward chaos and instability (Kaplan, 2012). Cohen refines the concept to describe regions structurally and politically on the verge of collapse, comprising three layers: the core (great powers), the periphery, and the shatterbelt (critical regions) (Cohen, 2003). Within this context, "survival strategy" emerges as a strategic response adopted by regional actors to conditions of chaos and crisis.

3. Results and Discussion
The findings are organized into two sections: (1) core indicators of survival strategy, and (2) the orientation of Iran's communicative action in survival policy-making.
Core Indicators of Survival Strategy: Four fundamental indicators are identified. First, power reproduction and resistance—directly connected to Cohen's shatterbelt concept. Iran, as a principal actor within the Middle Eastern shatterbelt, confronts composite threats at multiple geopolitical levels. Power reproduction signifies not expansion but resistance against threats and the preservation of structural position. Second, diplomatic flexibility—interpreted through Kaplan's chaotic-order approach. Diplomatic flexibility entails cooperative engagement with other actors on the basis of shared interests, serving as a tool for creating equilibrium among competing objectives in crisis conditions. Third, service provision to citizen groups—pertaining to domestic legitimacy. Public service provision and welfare economy optimization function as instruments for enhancing domestic legitimacy and consolidating structural survival during security crises. Fourth, international cooperation—the imperatives of survival policy require that multilateralism be incorporated into Iran's behavioral paradigm. During the American-Israeli war against Iran, the absence of institutional criticism from international organizations emboldened further aggression.
Orientation of Iran's Communicative Action: Four patterns are identified: (1) Balancing—Iran must adopt a balancing posture against combined American-Israeli threats, overcoming its strategic isolation through countervailing equilibria with great powers and regional actors. (2) Geopolitics—as a land bridge between three continents with significant oil reserves and a strategic position at the Strait of Hormuz, Iran possesses distinct capacity for energy diplomacy, though the power deficit in a high-risk environment necessitates that crisis-era policy-making prioritize power-political considerations. (3) Multilateralism—Iran has made limited efforts to leverage multilateral institutions, largely due to a self-sufficiency paradigm for confronting external threats. (4) Peaceful Transition—China's "peaceful rise" strategy offers an instructive model, demonstrating how balancing, multilateralism, and constructive communicative action can enhance a state's strategic position (Kissinger, 2011).

4. Conclusion
The power equation and communicative behavior of Middle Eastern regional actors during 2025–2026 have been characterized by war, crisis, conflict, and sustained hostility. Since 2023, Iran and the resistance front have confronted extensive threats, creating acute security and strategic challenges for the Islamic Republic. Survival policy necessitates that the agents of the Islamic Republic employ mechanisms that minimize threats. In an environment saturated with shatterbelt indicators, Iran must adopt survival-oriented policy-making by strategic necessity. The current American administration employs a strategy of conflict escalation and crisis expansion, implying that threats against Iran are likely to intensify. This approach relies on "tactical victory" and "strategic dominance" thinking, seeking to create incrementally the conditions for further regional escalation. To counter increasing threats, Iran must place constructive communicative action at the center of its strategic agenda. Sound crisis management demands the reduction of security risk-taking and the prioritization of mechanisms that optimize communicative space through multilateral engagement. Ultimately, survival strategy rests upon the foundations of the power equation, diplomacy, multilateralism, constructive cooperation, tactical flexibility, structural adaptability, and comprehensive communicative action.

The border regions of Iran and Iraq, despite having deep historical, civilizational, and socio-cultural ties, as well as sharing security and economic opportunities and threats, have experienced extensive losses during the eight-year war between Iraq and Iran. In the current situation, the concept of "paradiplomacy" as a new approach in political geography, emphasizing the role of local governments and linking common security, economic, and socio-cultural interests, has become one of the important tools for the development and convergence of border regions. Accordingly, the hypothesis of the present study is that due to historical-civilizational, cultural-social connections, the existence of common economic interests, and similar security threats, the border regions of Iran and Iraq have the necessary capacities to implement the paradiplomacy model, and this approach can be used to promote relations between the Arvand Free Zone in Iran and the free zones of Basra province, Iraq, especially the Khor Al-Zubair Free Zone. The research method used is a descriptive-analytical method based on library data.

Extended Abstract
1. Introduction
Science diplomacy has increasingly become a pivotal domain at the intersection of international relations, scientific advancement, and global governance. The emergence of complex geopolitical transformations—including strategic competition among major powers, the securitization of emerging technologies, and the rise of new scientific actors—has fundamentally reshaped the environment in which science diplomacy operates. Early frameworks, most notably the 2010 Royal Society–AAAS tripartite model, conceptualized science diplomacy as a cooperative, universal, and largely apolitical arena. This model framed the field around three functions: Science in Diplomacy, Diplomacy for Science, and Science for Diplomacy, each emphasizing the potential of science to foster trust, enable collaboration, and support peaceful international engagement.
A second influential framework, developed by Gluckman et al. (2017), introduced a more pragmatic and interest-oriented understanding of science diplomacy. Their approach highlighted the role of science as a strategic asset for national interests, while simultaneously acknowledging its potential to generate collective transnational benefits. While these frameworks played an essential role in establishing the conceptual foundations of the field, they were formulated before the onset of profound geopolitical changes now shaping global scientific interactions.
The accelerating rise of AI-driven geopolitics, quantum technology competition, biotechnology rivalries, and data governance disputes challenges existing theoretical models. Moreover, the increased influence of non-state actors—such as multinational technology firms, transnational scientific networks, and indigenous knowledge communities—reveals a need for theoretical refinement. This study offers a critical analysis of the dominant theoretical approaches, identifies their limitations in the contemporary geopolitical context, and outlines conceptual directions for a more comprehensive analytical model.
2. Methodology
This research employs a directed qualitative content analysis, a method well-suited for examining theoretical adequacy against evolving geopolitical realities. The approach allows for a structured interrogation of the assumptions, internal coherence, and empirical applicability of dominant frameworks in science diplomacy.

2.1. Primary Sources and Analytical Corpus
the Royal Society–AAAS and Gluckman et al approaches to science diplomacy are the two foundational theoretical sources which serve as the basis of our analysis:
(1) the Royal Society–AAAS (2010) report, representing the normative-holistic framework;
(2) Gluckman et al. (2017), representing the pragmatic-interest-based framework.
These works are supplemented by recent literature (2020–2024) in science–technology studies, geopolitical risk, global scientific collaboration, and emerging technology governance.
2.2. Coding Strategy
Analytical coding is focused on three dimensions:

Ontological assumptions (conceptualization of science, diplomacy, and power);
Functional mechanisms (how science diplomacy is theorized to operate);
Limitations and contradictions (normative biases, empirical validity, geopolitical blind spots).

2.3. Comparative Evaluation
The frameworks were examined in relation to contemporary geopolitical developments, including:

rising technological powers in the Global South,
securitization of AI, quantum, and biotechnology,
technological decoupling and new blocs,
multi-level and multi-actor governance systems,
disruptions in global knowledge infrastructures.

2.4. Conceptual Synthesis
Insights were integrated into a multi-level model connecting geopolitical structures, policy mechanisms, and knowledge infrastructures. This synthesis highlights conceptual gaps and informs potential revisions to science diplomacy theory.
3. Results and Discussion
3.1. Limitations of the 2010 Royal Society–AAAS Framework
The tripartite model remains foundational but insufficient for contemporary analysis. The study identifies several challenges:

Conceptual Ambiguity

The boundaries between the three categories lack analytical clarity and often overlap in practice, complicating empirical application.

Normative and Idealistic Orientation

The framework assumes scientific neutrality, universality, and cooperation, overlooking the deeply political and competitive nature of scientific activity in global affairs.

Limited Attention to Power Asymmetries

It does not adequately account for geopolitical inequalities or the role of science in advancing strategic national interests.

Incompatibility with Technological Geopolitics

The framework predates the AI–quantum–biotech revolution, global data regimes, and the rise of private tech giants—now central forces in shaping science diplomacy.
As a result, the 2010 model functions more as an inspirational or normative narrative than a robust analytical tool.
3.2. Strengths and Weaknesses of the Gluckman et al. (2017) Framework
The 2017 framework offers an important corrective by positioning science diplomacy within the domain of national interests and geopolitical strategy. It acknowledges:

the strategic use of science for national advantage;
the role of multi-sector actors;
the tension between national priorities and global challenges.

Yet, limitations remain:

Static Interpretation of National Interest

In a rapidly shifting geopolitical environment—marked by tech competition, sanctions, and supply chain disruption—national interests are fluid and contingent.

Underrepresentation of Non-State Power Actors

While more inclusive than earlier models, it still fails to fully integrate multinational tech corporations, global scientific platforms, and data-driven governance structures.

Insufficient Treatment of Security Dimensions

The model does not fully account for the securitization of scientific domains, particularly AI, biotech, and cyber.

Lack of Adaptation to Geopolitical Fragmentation

Emerging technological blocs (e.g., U.S.–EU vs. China), South–South scientific alliances, and regional science diplomacy architectures require a more dynamic theoretical lens.
Despite these shortcomings, the model marks an essential transition from idealism to pragmatism.
3.3. Emerging Context: Science Diplomacy in the Age of Techno-political Rivalry
This study demonstrates that science diplomacy now functions within a radically changed landscape shaped by:

Technological Power Politics:
AI, quantum, biotech, and cloud infrastructures act as strategic assets and tools of geopolitical competition.
Multi-Actor Networks:
Scientific collaboration increasingly involves universities, NGOs, private tech firms, indigenous communities, and transnational research alliances.
Redefinition of Interests:
Access to critical technologies, data sovereignty, standard-setting power, and resilience capacities now shape national and transnational priorities.

These transformations render classical frameworks analytically insufficient.
4. Conclusion
This critical analysis concludes that dominant theoretical approaches in science diplomacy—both the normative 2010 model and the pragmatic 2017 model—lack the conceptual capacity to explain the dynamics of the current geopolitical–technoscientific environment. Science diplomacy has evolved into a hybrid ecosystem of power, knowledge, and technology, where cooperation and competition co-exist and where emerging technologies reshape notions of national and global interest.
The study underscores the need for a new conceptual framework that captures:

the interplay between geopolitical structures and scientific infrastructures,
the role of multi-actor and multi-level governance,
the implications of transformative technologies,
fluid national–transnational interest alignments.

Such a framework will enhance theoretical precision and policy relevance for analyzing science diplomacy in an era defined by technological rivalry and geopolitical fragmentation.

Economic growth is one of the most important indicators of development and welfare, influenced by factors such as investment, technological innovation, productivity, international trade, political stability, and institutional quality. Using the Generalized Method of Moments (GMM), this study examines the impact of the U.S.–China tension index on the economic growth of low, middle, and high income countries over the period 1993–2024. The results show that rising U.S.–China tensions have a negative and significant effect on economic growth across all income groups. This effect is stronger in high income countries, as advanced economies are more dependent on global supply chains, trade, and capital flows. A considerable negative effect is also observed in middle income countries, reflecting the vulnerability of their growth to geopolitical shocks, while in low income countries the effect is weaker but still significant. Furthermore, country-specific elasticity rankings reveal that in the high income group, South Korea, Germany, and Japan exhibit the highest vulnerability, with elasticities of –0.78, –0.74, and –0.71, respectively; in the middle income group, Vietnam, Malaysia, and Thailand are the most vulnerable, with elasticities of –0.92, –0.88, and –0.85; and in the low income group, Ethiopia and Uganda experience the strongest negative effects, with elasticities of –0.48 and –0.45. These findings underscore that trade dependence on the United States and China, along with the volume of foreign direct investment inflows, are the primary determinants of cross-country differences in vulnerability.

Extended Abstract
Background and Objectives
Turkey's dam construction activities, especially within shared river basins with Iran, have significantly impacted the transboundary water resources in Iran's northwestern regions. This study aims to analyze scenarios and assess the geopolitical consequences of Turkey's dam projects on these areas. Its objective is to identify and examine the economic, environmental, social, political, and security effects of Turkey's dam construction on Iran's northwestern borders.
Methodology
This research employs a qualitative approach using scenario-based planning. Data collection was conducted through document analysis, interviews with experts, and the Delphi method. Specialized panels were convened to identify key components and drivers and to develop scenarios.
Findings
The research identified 30 key factors through in-depth expert interviews, which were subsequently narrowed down to 16 factors in specialized panels. These factors were categorized and prioritized across economic, socio-cultural, political, security, and environmental dimensions. Key issues include reduced agricultural water resources, forced migrations, security threats, and heightened diplomatic tensions.
Results
The results indicate that reduced inflows into Iran and the level of cooperation or conflict between Iran and Turkey are the most critical factors in scenario planning. Various scenarios are presented, including "sustainable cooperation," "limited crisis," "severe crisis," and "water crisis." Practical and geopolitical recommendations are proposed for managing these crises, with the sustainable cooperation scenario identified as the optimal approach for managing shared water resources.

Extended Abstract
Introduction
In West Asia's turbulent geopolitics, Iran's Sistan and Baluchestan Province emerges as a vital borderland, adjacent to volatile Pakistan and Afghanistan and linked to the Indian Ocean through Chabahar Port. This geostrategic hub faces threats from groups like Jaish al-Adl, which leverage porous borders, harsh landscapes, and socioeconomic gaps for infiltration. Post-9/11 global terrorism surges have intensified these risks. This study uses the Global Terrorism Database (GTD) to analyze incidents from 2008 to 2020, applying fuzzy logic to manage vague variables such as security perceptions. It identifies economic, social, judicial, and defense drivers of border insecurity, addressing the limitations of traditional methods. Research questions probe how variables such as population, unemployment, and defense spending affect terrorism forecasts, with goals to model preventive measures for enhanced national stability in this critical zone.
Methododology
This practical study employs fuzzy logistic regression for quantitative modeling of Iran's counterterrorism in the province. Data from GTD (1970–2020) and Iran's Statistics Center (2010–2022) inform 11 independent variables as follows: economic (unemployment, GDP), social (population, students), judicial (drug arrests, thefts), and defense (security budgets). The dependent variable—success rate of thwarted attacks—is fuzzified into terms like "very weak" to "very good" via triangular fuzzy numbers. R software regression (p < 0.05) filters significant variables, removing irrelevant ones like divorce rates. Mathematica fits the model for predictive border security analysis.
Results and Discussion
The model highlights population and unemployment as major negative influencers, fostering extremism in youth-heavy, marginalized areas amid ethnic diversity and neighboring instability. Defense investments and security actions (e.g., drug busts halting smuggling) yield positive effects, emphasizing tech like drones and coordination. Income ratios and GDP reduce threats by alleviating deprivation. Insignificant cultural factors were excluded. Findings align with global research (Freytag et al., 2011) but tailor to Iran's context, noting U.S. proxy wars' role in escalating dangers, urging data-driven adaptations.
Conclusion
This fuzzy framework innovates border security analysis in a high-tension region, stressing socioeconomic uplift and defense enhancements to counter terrorism. It provides policy recommendations: boost jobs, strengthen diplomacy with neighbors, and adopt AI alerts. Fortifying this area secures Iran and rebalances West Asia. Future models could add cyber or migration factors for improved accuracy.

Extended Abstract
Introduction
The accelerating convergence of emerging technologies with strategic and military domains has fundamentally challenged classical conceptions of power, security, and deterrence. The Fourth Industrial Revolution (4IR), characterized by the integration of artificial intelligence, big data, autonomous systems, cyber technologies, quantum computing, and digital infrastructures, has transformed the nature of geopolitical competition beyond traditional territorial boundaries. Rather than representing a gradual technological evolution, the 4IR constitutes a paradigmatic shift that reconstructs military logic, strategic competition, and defense policymaking. This study examines how the Fourth Industrial Revolution is reshaping geopolitical structures and transforming military-defense discourse from a territorially based framework toward a technology-centered geopolitical paradigm. Drawing upon the concept of chronopolitics, the research argues that technological competition increasingly revolves around the politics of time, speed, and innovation, making technological capabilities a decisive source of strategic power in the emerging international order.

Methodology
This research adopts a descriptive-analytical approach with an applied-developmental objective. Data were collected through an extensive review of the relevant literature and semi-structured interviews with ten experts specializing in political science, geopolitics, defense studies, and emerging technologies. The study employs chronopolitical theory as its principal analytical framework. By emphasizing the politics of time alongside the politics of space, chronopolitics provides a conceptual foundation for analyzing how emerging technologies reorganize temporal and spatial dimensions of power. The qualitative findings from documentary sources and expert interviews were synthesized to evaluate the proposed hypothesis concerning the relationship between technological geopolitics and the transformation of military-defense discourse in the era of the Fourth Industrial Revolution.

Results and Discussion
The research findings confirm the central hypothesis that the Fourth Industrial Revolution is challenging the foundations of classical military-defense discourse and facilitating the transition from conventional geopolitics to technological or GeoTech geopolitics. The study demonstrates that the infrastructure of power is progressively shifting from territorial control toward technological superiority, digital infrastructures, and data-driven capabilities. Consequently, military power is increasingly determined by control over artificial intelligence, cyber capabilities, autonomous systems, satellite technologies, advanced algorithms, and strategic data rather than by geographical dominance alone.
Within the chronopolitical framework, geopolitical competition extends beyond territorial disputes to encompass competition over time, innovation cycles, technological acceleration, and the capacity to shape future developments. These transformations contribute to the emergence of a post-Westphalian security environment in which deterrence, security, and strategic competition are increasingly defined through technological capabilities.
The findings further indicate that technological alliances are replacing many traditional geopolitical alignments, resulting in the formation of technology-centered blocs organized around artificial intelligence, digital infrastructures, and data governance. At the operational level, advances in autonomous weapons, cyber warfare, unmanned systems, satellite surveillance, and intelligent military technologies have reduced the strategic utility of large-scale conventional warfare while increasing the importance of cyber operations, precision strikes, asymmetric warfare, and highly deniable technology-enabled conflicts. Nevertheless, the study argues that although these developments significantly reshape global power relations, they do not yet constitute a fully consolidated international order. Rather, the international system is currently undergoing an accelerated transitional phase characterized by rapid technological transformation.

Conclusion
The Fourth Industrial Revolution is fundamentally transforming the concepts of power, security, deterrence, and military strategy by replacing territory-centered security paradigms with technology-centered strategic competition. This transformation requires a comprehensive reconsideration of the theoretical foundations of geopolitics, international security, and defense policymaking. The emergence of GeoTech geopolitics highlights the growing strategic significance of technological infrastructures, artificial intelligence, data, and digital ecosystems as the principal determinants of national power. While emerging technologies create opportunities and constraints for all states, technological leadership is likely to reinforce the strategic advantages of technologically advanced powers. At the same time, China's rapidly expanding technological capabilities are narrowing the gap with the United States, potentially reshaping future global power balances. Accordingly, national defense strategies and military institutions must adapt to this evolving technological environment through structural, conceptual, and institutional reforms. Failure to recognize and respond to these transformations may result in strategic vulnerability and long-term geopolitical marginalization.

Extended Abstract
Introduction
Climate change results from destructive human activities, including greenhouse gas emissions, water mismanagement, industrial growth, and agriculture, that disrupt Earth's natural processes and cause global warming and regional climate shifts. This affects human life, communities, and international relations. From a political ecology view, climate change highlights inequalities in resource distribution and power. Water scarcity, rising food costs, and environmental degradation increase vulnerability and fuel disputes over resources, especially in arid regions like the Middle East. There, climate pressures such as drought, dust storms, and floods intensify competition for water and drive migration. Terms like "climate migrants" and "climate refugees" describe those relocating gradually or suddenly due to environmental changes. This study examines how factors like warming, infrastructure gaps, and poor management affect climate migration in the Middle East, and how migration affects regional relations. The hypothesis is that climate crises reshape migration patterns, with some countries exacerbating issues through geopolitical competition over resources.

Methodology
This research is, in terms of its objective, a descriptive-analytical study that analyzes the impact of climate change on climate-induced migration in the Middle East. In terms of methodology, it employs a mixed qualitative-quantitative approach and has been conducted using content analysis of scientific literature, reports from international organizations, and statistical data. The data required for this study were collected through library and documentary sources. These sources include articles published in reputable domestic and international journals related to climate change and migration, reports from international organizations such as the World Bank and the International Organization for Migration, library resources, and statistical data such as those published by research centers and governmental agencies.

Resalts and Discussion
The Middle East, as an arid and semi-arid region, faces severe impacts from climate change, including rising temperatures, reduced rainfall, and worsening water scarcity. These conditions have disrupted livelihoods, intensified migration, and created economic and security challenges in countries such as Iraq, Syria, and Iran. In Iraq and Syria, drought and declining water resources have driven displacement and instability, while in Iran, decreasing rainfall and rising heat have led to major climate-induced migration, particularly in provinces like Khuzestan and Sistan and Baluchestan. Turkey's control over the Tigris and Euphrates through projects such as GAP has further reduced water flow to downstream countries, deepening environmental and geopolitical tensions. Overall, climate change is reshaping the region's security dynamics by heightening competition over water and land, undermining state legitimacy, and accelerating migration. The lack of international legal frameworks for climate migrants compounds these challenges, linking environmental degradation to both security and human rights concerns.

Conclusion
The present study, aimed at examining the relationship between climate change and migration in the Middle East, showed that drought, warming, water scarcity, and environmental degradation have led to forced migration, especially from rural and agriculture-dependent areas. The findings indicate that although climatic impacts are shared regionally among countries, their consequences vary depending on governance capacity, policy-making, and the socio-economic conditions of each country. The application of these findings lies in designing preventive policies, investing in climate resilience, and planning for internal or regional migration.
