The potential of the area for its natural marine resources is an opportunity to be exploited by various parties, both local and international. The research objectives were to produce a sustainable model for fishermen conflicts management as results of illegal fishing in the coastal waters of Kabupaten of Meranti; these could be achieved: (1) The existing conditions of fishermen conflicts in the waters of Kabupaten of Meranti (2) Fishermen Conflicts Management Model as results of illegal fishing in the waters of Kabupaten of Meranti. The methodology employed was descriptive qualitative. The data collection technique was carried out by observation, interviews, and documents related to research. The research result shows that fishing grounds in other countries have started to run out, while it is still promising in Indonesia.
