Basically, the power, interests, role, responsibility and behavior of the actors in the international system are systemic. Thus, the role of actors changing along with shift in the power cycle of actors. Russia is one of the most important actors in the international system, which during its lifetime has experienced contractionary and expansionary roles in foreign policy due to changes in its environment and power. This study tries to examine Russia's foreign policy strategies in the Middle East by assuming the power and role developments and the synchronization of the interests and power of the actors in the international system and the consequent necessity of a proportionate role in foreign policy according to the power realities. The result of the present study indicates that with the increase and revival of Russia's power in the international system, its interests and role also increase and play a role in the peripheral regions, including the Middle East, given its importance and impact on international power building on the political agenda. Accordingly, Russia's strategy in the region varies according to the country's threats and national interests, and varies from local multilateralism to tensions and coalition strategies.
